Go to the Active listing and tick the box to the left. When it's checked, pull down the 'Actions' menu above it and select 'Send offers'. When the page reloads, follow the bouncing ball. Good luck.
Since you are obviously willing to lower the price you would get your item sold faster by just lowering it to that price you had in mind. Reason being is now anyone who looks can get the item cheaper increasing your odds of selling 10x.
