when somebody made an offer on an item it use dot show an offer has been made but obviously NOT the amount as that it private. Now when people make offers it's not showing by the best offer price on the listing that an offer has been made and wish to know why that is? Another freind (who did not make me an offer on this item) gave me this screen shot form a listing I just received an offer on and has given me permission to sue, it is not telling her that an offer has been made on this item?
Has this now changed because it would surely maybe notice more people to buy if they could see an offer of some kind has been put on.

As far as I am aware, eBay has never shown [other buyers] if/when an offer has been made. I used to buy a lot on eBay UK, and I don't remember ever seeing it shown to buyers there, either. eBay recently started showing a red banner with the number of views, and the number of watchers (hearts) in the top right corner of the picture, as shown in your screenshot. But I don't recall ever seeing an offer shown there.
If you can, please show us where/how you could see it?
In all honesty, I don't think that showing offers would help much. Most users don't pay attention to the banner/hearts that are shown anyway.
About 15 years ago, I tried posting that info on my listings. I used to use a rotating slide show of pictures in my description (when that was allowed) and I would add a picture saying that there was an offer on the listing ... but it was never successful, that I can recall.

I don't know if everything for you is the same here in the US. But for us, we find this info in the Seller Hub.
Try this link. Check under the OFFERS icon, off to the right just above the list of active listings.

That isn't something we have had here in the US, at least not that I'm aware of.

Well, @pinkrabbitprinces82, now that you describe it ...
I think, a long time ago, there used to be a link to the purchase history on a listing. (Kind of like the bid history on an auction listing.) If you clicked on that, you could see how many offers had been made, and their status. So it wasn't exactly shown on the listing itself, but it was (may have been) available from the listing page. That would have been on eBay USA as well as eBay UK.
But, they removed that link a long time ago. I don't remember how long.
Now, as @mam98031 says, it's available on your seller hub.
