I just made what i consider a reasonable offer ($15 for a $16 item) on a small lightweight item that ships First Class mail from Wisconsin.
The offer was DECLINED with a message that says "Shipping to Hawaii is too expensive for me".

Perhaps his real reason for declining your offer has nothing to do with the cost of shipping to Hawaii.
Many buyers lie about their reasons for returning an item, canceling an order, or retracting a bid. So IMHO it stands to reason that many sellers probably lie about why they cancel an order or decline an offer.
Maybe it was eBay that automatically added Best Offer to his listing, and he considers anyone who is willing to haggle over a measly dollar discount to be a PITA.
Or maybe he looked at your feedback history, or your posting history on this board, or something else and decided he did not want to do business with you.

I doubt that seller has ever shipped anything to Hawaii from the sound of it. Tulips

I don't ship to Hawaii. If my listings state I do ship to Hawaii take no notice of that..

Yuck. Seller scan restrict states they don't ship to, however if you are able to checkout with a HI address he would be required to ship it. What may sound reasonable for you and me and probably most everyone else int he world may not be reasonable to them.
If a seller isn't being reasonable I see no reason to give them my business and I simply never buy from them. I maintain a list of sellers that are not professional or unreasonable and I choose not to buy from them (and keep in mind, I've never had to return anything and I've only ever filed 1 INR case which was resolved after the item magically showed up and I left positive feedback for the seller).

Give it a try. If they decline your offer again, it's obvious the seller doesn't want your business.
I wouldn't want to do business with anyone that haggles over a dollar.
