Sounds like it violates policy. That said, I wouldn't count on the feedback removal tool, though that's your first step to try (just mention that policy, but it may be denied). I would instead report the buyer by contacting customer service, which is IMO best done through Facebook or X. They may not be able to directly remove the feedback, due to current eBay internal policies about feedback removal, but they can at least log the issue and maybe take action on their account for violating policy. Note that you probably won't be told if or what action is taken, but it's still your best option.

Hi @kavanaughs-coins sorry for your trouble. Yes, there are policies in place to guard against what eBay considers “malicious buying”. You can report the buyer thru a link inside the policy.

If you contact the buyer and tell them to open a return request and return for refund, I think you might have a good (additional) chance of getting it removed since it's obvious that the buyer doesn't want to return them. (My guess is that he's fishing for a partial - lower price.)
His claim of "too much trouble to return..they require a picture of the damage" is nonsense. If they're "as described" or even if not, you would send a prepaid label and as a seller, he knows he can just return them.
As for requiring pictures of the damage, did you ask for pictures or did ebay require it in a claim. Often sellers have no choice about pictures as it's part of ebay's requirement to complete the return request.
If you look at the buyer's feedback left for others, does your buyer have a history of leaving negs?

review the buyer's profile and all feedback history. Ship with signature required when you think it is needed.

What an absurd comment... the buyer is clearly breaking policy. Signature required is useless for items under $750.
