Not understanding Standard promotion

Can someone explain the standard promo? I put in all, I put in 2 %, put in 18.00- 350.00, started new program. But only some stuff qualified even if it was more than 18.00. Actually it showed me that only a few qualified.  Confused  😕.  Thank you all again! If someone can help  explain this  better and how to fix this.

I am not understanding how just a few qualify and not all even tho they are over the 18.00 point I put in. How does Ebay pick and choose what qualifies, when I put in all.

Personally, while I use PL Standard, I don't understand why you are promoting everything.

In my opinion, PL is best used for stuff that has been hanging around too long because it works better than making Offers to Viewers and Watchers.

Newly listed goods are already getting a bit of a boost, especially with customers who Search with "Newly Listed".

YMMV.

Even when I make Offers, many items are not eligible, I have no idea why, and I'm not so into reducing my potential profits to find out.

OK, I  see what you are saying. I'll have to rethink this promo thing.
