I shipped a multi item order to Canada from the US back in NOVEMBER via the Global Shipping Program. Customer filed a claim, in MAY, through their third party payment processor (I imagine credit card company), that they never received the items. Tracking via eBay shows that the package arrived at the GSP distribution center. eBay ultimately ruled in favor of the buyer and deducted the amount from my pending balance. The idea that we are protected by GSP is simply not accurate, so don't be fooled. I plan to handle international shipping outside of eBay going forward. What's to prevent every buyer that goes through GSP from doing the same? Because the only delivery I can PROVE is to Erlanger, KY.

You have brought up an interesting point. The GSP is supposed to offer seller protection for INR when delivery to the Erlanger center is established. However, reading the "fine print" it seems that it may be only for "Ebay cases" filed under the MBG. From the eBay page:
Besides making your items available worldwide, there are a number of benefits to using the Global Shipping Program:
If an item is lost or broken during international shipping, eBay Money Back Guarantee cases will be resolved in your favour, and your seller performance standards won't be affected.
Note the "eBay Money Back Guarantee" cases. Yours is a "Payment Dispute" coming outside the eBay Money Back Guarantee.
Historically speaking, even when an eBay case was filed, the system did not automatically recognize the a buyer dispute/GSP connection. A tiresome 'dance' with customer service was in order to convince them that the GSP was supposed to provide seller protection for INR or Damaged in shipping.
What you likely need to do is contact someone in the specific Managed Payments customer service, and ask 1f any seller protections apply to Payment Disputes made outside the eBay system for the INR circumstances you describe. Either there is Seller Protection, or the technicality is used to basically throw you the "it is the credit card company and nothing we can do" melody.

not to be a stickler here but I thought that GSP cant combine shipments
I have never used it but I do lots of combined auction shipments..
was ths for 1 item on mulitple packages or a few items in 1 box

That's a fantastic response, and yes I think this may be a loophole in the "guarantee". I actually did contact one at eBay GSP via the IM system when I first received the dispute and eBay was asking me for proof of delivery. That chat ended with the rep telling me to attach a screenshot of the eBay screen (their own information mind you), to my claim response and GSP would "take it from there". I left that chat feeling the issue was understood and would go in my favor. I woke up this morning to a decision to the contrary. Perhaps this buyer understands that as long as they route the claim through their credit card company, I won't be protected. Feels like I've earned a little more backup from eBay than this. And I don't want to expose myself to any other savvy international buyers who understand this loophole, so I'll be handling my own international shipping going forward. It's worth one or two fewer international sales a month I think. Thanks for your response.
