Not allowed to ship a doll to mexico?

Hi, has anyone had this problen, I sent a barbie doll to mexico and it is being returned --Your shipment contains prohibited goods.-- I called Ebay because it was sent through them and they said--

eBay International Standard Delivery team it shows that the reason item is being return it is because item is under Prohibited by import/export restrictions in Mexico.  toys with human like faces are restricted from import into Mexico, Has anyone ever heard of this?  Thank you

That's an old archived version.  Here's the current version, which doesn't include any references to toys, dolls or faces either.  Maybe this Barbie's accessories included something prohibited like a weapon or jewelry??

Looked at some list of items not allowed.   Nothing even close to that.

There is this but I don't see how it could apply.

it was a 1997 sweet heart barbie in a box new and it's not in the list, I guess i won't include Mexico in my listings

I suppose that makes  mailing a reborn doll to Mexico against policy, too.
