There is a massage here with the title "
FORCED TO GIVE REFUND TO BUYER THAT ADMITTED THEY LIED??"
which does not have a reply button. Why is this?

Look at the time stamp....maybe it is too old? Just a guess.
If that is the case, it would be a good thing since it would prevent people from posting to the threads that are years old and bringing them to the first page here.

That thread is in member support, not the discussion board. You have to be pre-approved to answer questions there.

As you look down the list of topics, check the boldface headings underneath. If it says Member to Member, or if to certain Groups, or locked by eBay... you cannot respond.
