How is this user still allowed on the platform??? What is Ebay's policy regarding nonpayers and their accounts? It's ridiculous that we as sellers have nothing we can do but wait then relist items.

eBay cannot keep a buyer off the site, because it takes 30 seconds to create a new email address and a new eBay account.
So in a roundabout way, the only reason you know he is a serial offender on that account is because eBay has not suspended that account 🙂

How do I set a block for 2 nonpayment claims??

I have it set to block buyers with 2 nonpaid cases.
Now you just need at least two of the sellers that left false positives to stop doing that and instead cancel for non-payment as they should have done in the first place.
If sellers cancel early or for another reason aside from nonpayment and leave false positive feedback, the buyer does not get a nonpayment strike, the buyer is not blocked by other sellers' buyer requirements, and eBay does not know there is a problem with the buyer's account.

eBay didn't do anything about those 50 nonpayments because they didn't know about them.
NONE of those sellers bothered to give the buyer a nonpayment strike ... which is the only way eBay is informed about nonpayments.
When a seller files a nonpayment case/cancellation ... neither party is able to leave feedback ... which is why we know that no cases were filed.

He is still allowed on the platform because none of those 50 sellers opened unpaid item cases when he did not pay.
Do you have your blocks set so that you don't have to deal with buyers who have two UPI cases in 12 months?
Do you regularly cancel if/when a buyer has not paid within 4 days, citing non-paying bidder?
If sellers don't use the tools that eBay gives them, then it's no surprise that a buyer like this is still on the platform.
