Hello,
It finally happened, it was bound to, after all my years on Ebay, I caught the bidder who just would not pay and would not communicate with me. On day 4 of non-payment, I followed the instructions in the help section, cancelled his/her bid, and relisted my item. I also added the bidder's profile to my blocked buyer list. Things keep changing here and I am not as active as I used to be, so I would like to know if I've done everything on my end I need to do. Do I need to separately report the bidder for non-payment, or did cancelling and re-listing my auction do that? Do bidders still get penalized for non-payment?

You did what you should have done: nothing else needs to be done.

If you actually canceled ON day 4, then you would not have had the option to choose "Buyer didn't pay" as the reason for cancellation, so I suppose you actually cancelled after day 4?
There are no other steps to the process. That cancellation closes out the transaction. It gives the buyer a nonpayment strike and blocks them from leaving feedback. Here's the help page with further details.

you handled this just fine but I am curious what you mean by no communication
I have never asked a bidder to pay me. ebay sends them plenty of reminders to pay
contacting a buyer who is not paying is just not needed
after 96 hours I cancel for non payment
you may have heard that sending another invoice extends the time to pay
its true...sending another invoice restarts the clock,it changes the purchase date

According to eBay staff, the clock is re-set only for a combined invoice that includes a new purchase.

I used the ebay template to list the phone, and did not notice that eBay had listed in the title that the phone was unlocked, which it was not at the time. I was attempting to get it unlocked, but my carrier was having some battles on their end getting it unlocked. I thought the auction would end with him/her as the winning bidder thinking the phone wouldn't be unlocked so I messaged him/her and explained my error offering to end his/her bid if the phone could not be unlocked. My carrier finally fixed the issue shortly before the auction ended, so I messaged him/her one more time to give the news the phone was able to be unlocked. I received no response. Then, I messaged one more time before I canceled the sale to give him/her the opportunity to have a pay extension. I received no responses to any of these messages and then no payment. I usually don't have to message buyers. I guess this has been a first in 18 years for all things. Maybe I got them all out of the way! lol

I must have been past the 4th day, because ebay did allow me to cancel using the "buyer didn't pay" option and immediately offered a relist and refund of my fee.

As long as you cancelled the transaction with the reason "buyer did not pay" you are good to go.

Meant to add that I had a bidder before I noticed my error on the listing.
