No option for First Class Package International?

When I go to revise an item, on the international shipping, "ship to" and "services are now blank, they were originally Worldwide and USPS First Class Package International.  Now the only option for First Class is First Class Mail International Parcel.  Is there a difference?  If not, why has it changed?

Package and parcel are the exact same thing. Nothing changed.
