Doesn't it always happen like this -- I wrote up a long, involved listing with more than a dozen photos and when I got to the shipping area, I couldn't find any way to select free shipping.
Since I spent hours on this and it's already 2 a.m., I figured I'd save the draft and figure out how to add free shipping tomorrow.
Wouldn't you know it, the glitch where Ebay fails to save drafts is back. I have to enter the entire listing all over again.
You'd think they'd invent new bugs instead of recycling the old ones to torture sellers.

You would need to go to your Business policies to create a Shipping Policy to make a policy for free shipping.

That's a surprise. I've had listings with free shipping for years. Ebay gave no notice whatsoever that I needed to do this.

I haven't trusted ebay drafts for years they randomly drop off. I use scheduled instead and use the computer to list. The phone app is hopeless.

When you are listing see if this will work.
When you get to Shipping click the 3 dots next to the shipping area it will bring up a menu. Select Create Shipping policy.

Why should I create a new shipping policy. Ebay generated hundreds of shipping policies for me! I only have a few dozen items listed.
This is ridiculous.

It's not necessary to use business policies to have free shipping unless you were already using them. If you weren't using them you might want to opt out of them as it I think that it does take some time to get business policies organized.
But I don't understand why you can't use free shipping. Have you just tried to put 0.00 in the price field? There should also be a place at the bottom of the shipping field where it gives you the option to have free shipping.

I just went to one of my drafts and scrolled to the shipping portion.
Do you mean that the shipping part is missing? Because mine is still there.
Just under Pricing.
Domestic Shipping: Cost type; Domestic Shipping;
inside the gray box is the button to offer Free Shipping.
!?
And then scroll down to the bottom the Save for Later button is missing?!?

I had no free shipping option for a new listing. I had to deal with the "Managing Business Policies" page explained by slippinjimmy above.
What a bleeping waste of my time.

The hint about how to resolve the absence of a free shipping option is buried in this page about Ebay's Business Policies. I'll bet you didn't know about them; I've been a seller for like, more than a decade and I sure didn't.
You have to resolve your Business Policies pertaining to shipping before you can use shipping options. On my Managing Business Policies page, Ebay generated more than 200 such policies for me, which is odd because I have only a few dozen listings, many of them with free shipping.
One way to resolve your Business Policies is to opt out of the dang things, which slippinjimmy mentioned above. This is a teeny tiny link on your Managing Business Policies page, which I'll be you didn't know about, either, because Ebay dropped this on sellers in a recent "improvement" without notice or explanation.
This clue is buried in the FAQs at the bottom of the new Business Policies page, which goes yadda yadda yadda about this important, essential feature before revealing
What happens if I want to opt out of business policies?
You can opt out any time by selecting the Opt out link on the Manage business policies page. Your active listings won't be affected, but if you want to make changes to payment, shipping, and return terms, you'll need to do that individually on each future listing. You can also opt back in to business policies at any time; the policies you already created will still be there, ready for you to use again.
(I must note that nowhere on Ebay is it explained how you do stuff on the Manage business policies page or what happens when you change things.)
Oh, dear, making changes to payment, shipping, and return terms for individual items sounds like what I, as a small seller, have been doing all along. I think I can live without the profound PITA that is Business Policies.
PS I hope it's true that if I opt-out, my active listings won't be affected, because otherwise, I'd have to set up shipping for each other all over again.
