Ever since eBay has changed the payouts from PayPal to eBay, I haven’t got any payment from my sells. I’ve put my banking information in but every payout has been on hold. And then I keep getting the notification that says I need to update my account and I do what is says but then it tells me this. How can I fix this?

Are you linking the correct type of account. MP requires a cheque account to be linked for the system to pay you.
If that is not the issue you need to contact eBay - Help at the top of the page and scroll down to Chat or Have Us Call You

Managed payments requires a checking account and that account needs to be verified.
Under the Help and Contact section, type in Managed payments and you will see this among other articles.
Click the arrow that says Submitting or Updating Your Information and you will see this, among other things.
My suggestion is to read all of the articles so you have a greater understanding of managed payments and at the bottom of that screen, click "Have us call you" so you can speak with a managed payments representative from eBay and have them solve the issue with you.
