So now when reporting a buyer for non-payment, it takes you to a new screen where you have to search for that buyer from all your sales. I have searched for the specific buyer and it never finds anything. If you scroll down through your last 10 sales, it needs you to advance to the next list of 10, but nothing comes up. If you change the list to show more than 10 sales, nothing shows up!
This needs fixed!

Hi @scnik-7 - sounds like you're going through a round-about process.
Best option is to go directly to your orders page. There's even a handy filter for "awaiting payment."
From there you can cancel the transaction if the waiting period is up.
https://www.ebay.com/sh/ord/?filter=status:AWAITING_PAYMENT
There is no separate report to file. When you cancel the transaction and select the reason "buyer didn't pay" it will automatically put an unpaid strike on the buyer's account.
Read more about the process and timelines here:

New report buyer does not work!
You do not report buyers for non-payment.
You cancel the transaction and give the reason as non-payment.

Always have used the report buyer and then it gave you an option for non-payment. Clicked on that link and it would relist the item for free. Doesn't work now!

Stop trying to report the buyer and instead follow the cancellation process which automatically flags the nonpayment on the buyer's account.
