I am new to selling and wasn’t sure how to handle this. I listed 3 pair of shoes with a buy it now price of $35.00. I have received several offers on all the shoes almost all of which are over my asking price. One as much as $145. I know it is a scam but don’t know what to do. Any help would be appreciated.

Don't respond to the offers. Put the user IDs of the scammers on your blocked list.
If you can, update your listing so immediate payment is required, and remove the option for buyers to make an offer.

What generally happens in these situations:
The PayPal email might also include a link to see the payment detail, which opens a fake PayPal login screen. If you were to enter your PayPal password here, your account would get drained.
In your case, it does not even pass the sniff test - why wouldn't the buyer just buy them at the listing price, instead of going to the trouble to offer more? He is hoping that your greed to make "extra" money will override your common sense.
The solution is simply - decline the offers.

Thank you....definitely going to decline just wasn’t sure if I could get in trouble from ebay for it.

If you are listing as Fixed Price an Offer that is over the asking price is a scam.
Ignore it, delete it, and Block the member.
If you are listing as Auction an Offer that is over the asking price is normal.
Accept it if you feel you will not get a better price by letting the Auction run.
The Best Offer on Auctions is pretty new and some sellers have reported getting Best Offers that are below the opening price or even below the current high bid. Because some people are .... unclear on the concept.

No, you are free to accept or decline any offer.
By the way, your listings are nicely done. So sorry as a new seller you must contend with scammers. They prey on new folks hoping their inexperience will override common sense.
