Over a week ago I won an auction for an item. The next day the seller created a label but hasn't done anything since. I sent them a message a few days ago and have had no response. He has 50/50 on reviews, with 2 being positive and 2 negative. Should I wait a bit and see if they ship or respond?

OP, this is great advice. Just open the INR Monday as @myjunqueyourtreasure suggests. You do that through the Resolution Center.

I opened the case today. If he ends up doing nothing I will do the ebay step-in thing. He could be scamming as his two negatives are for scamming as a seller. I only bidded because it was an item I wanted and I knew ebay had a buyer protection, and he sold a similar device before which the person got.

Sellers know it is not in their best interest to ignore any claim filed.
FYI, He CAN'T scam you. If he doesn't ship the item with tracking, then you can win this claim and get your money back.
Just remember, even if he comes up with a tracking number to apply to the claim, DO NOT close the claim until you have actually received the item. NOT a moment before.

This is horrible advice. Contact your seller. On the upper left of the screen where your name is. Pass the arrow over it. You will see a drop down menu with account settings. Click on it. On the bottom of that page you will see Site Map. Click on it. Almost at the bottom of the page under Connect You will see a (Find contact info). Click on it and it will give you the info for the seller including Phone Number. I would then call them to find out. You will know without a doubt if you are being scammed or not then. It they sound fishy they probably are. Most will explain what is going on. I always appreciate a phone call when something is amiss.

I don't judge any seller not showing a tracking number anymore. I learned that it is not upon us the sellers to tell the buyer any specifics of where, what, whatever about a package that is not showing any tracking at all.
first week of February, while I was here praising myself, I went on my own to the post office to drop some packages. Unfortunately, the drop slot where I usually put the packages when nobody is around was blocked. I waited for a clerk to open any window, but I saw somebody pulling a bin with a bunch of mail in it. Since I was in a hurry, I just dropped the packages in that bin thinking they were out that very moment.
Well, I was checking yesterday my late deliveries, and 2 packages that day were late. And, I remember one customer asking me why no tracking shown for 2 days, for which I always knew Media Mail got that problem if you just drop it at the post office and no receipt is asked for.
So, those packages sat there for 3 days, not moving at all because that lady may have forgotten them somewhere or because due to the storms everywhere the media mail got delayed big time.
Also, who knows, this seller may have dropped the package in a USPS location when it was Fedex the right one. You never know.
But, as another seller told you, there's a personal information of the seller available for you if you know how to find it.
