I SUGGEST PEOPLE COMPLAIN TO PAYPAL.
Paypal states:
"Earlier this year, we notified you that we were updating our User Agreement to change our refund policy. We want to let you know that the policy change is going into effect beginning on October 11, 2019.
In line with industry practice and according to our updated policy, we will not charge a fee to process refunds, but the fees from the original transaction will not be returned. @rosevelyn As @pburn showed, there are several threads on this topic ... it comes down to a Seller's return rate AND the total dollar amount of those returns. For our efforts, we have a return rate of less then 1/2 of 1% AND less then $ 250 TOTAL return dollars ... the policy change will have little effect on the big picture here.

PayPal loves to sell itself as the friend of small businesses.
They jacked up the interest rate on PayPal Credit from 19.9% to 25% as well.
Some friend. They are starting to feel more like an angry ex-wife.

Cancelled items and people not combining shipping in Ebay cart are other things that I have to refund for which are not my fault. I shouldn't have to fork over fees because someone does one of these things.
