New Auction - Listing Form Doesn't Give Me A Start Time

I'm clicking Sell Similar to list a new auction based on an old one, making some changes.  

I notice that there is no Start Time setting on the listings page.

Why is that?

I've tried a few times but still don't see the lines below Duration where it lets you select "Schedule to Start on ...date and time" as an option

 It's the usual form and just missing that one setting.

Please explain.
