New Ad campaign

This range for the fee willing to pay to have someone click on your ad surely that doesn’t mean for ex that if someone just clicks on it they want to charge you $3 ea time right?   A little confused   Also what is everyone using for that if you manually change it?   Just don’t want to get blindsided with $300 fee for one item that doesn’t even sell and get a $30 credit for that owing $270!
