Had a buyer purchase item that was stated non returnable. Buyer claims "arrived broke" I offered to refund and sent buyer prepaid shipping label. Buyer refused to return and just wanted to extort a "repair fee". I believe this violates policy and through all automated replies I cant get past them. HOW, can someone talk to a person to review?

Keep repeating "return for refund"
When the buyer gives excuses, state "return for refund"
Any messages are replied with "return for refund"
When the buyer doesn't return the item (and ebay gives them a LONG LONG time), buyer now owns the item and the return request will be closed.
You can request a call back. That's the only way to talk to a real person. Won't help, but that's what you can do.

Unless they said (and you have proof) that they would give you a negative unless you paid the repair fee, it's not removable.

Buyers are not required to agree to "return for refund" before leaving feedback.

Negotiating partial refund is an accepted remedy under eBay policy.
"Buyers and sellers may agree to another solution, such as a full or partial refund while the buyer keeps the item"
