A few months ago (November 2017), I had a selling limitation placed on my account because I cancelled too many transactions improperly. From the email I received from eBay, they told me that they would revise my account's status in January 2018 but it is almost April now and I haven't received any update since then.
I am at a lost now, I don't know who to contact since I am not from the United States or Europe. I would like to lift the limitation but I don't know what to do or who to contact.

You may have confused "review" with "revise"..........
Have you looked at your Seller Dashboard recently? You will find all the details of your status there.

Yes, sorry about that, English is not my native language. 😉
I am not sure what to look for actually, the only new thing added to my seller dashboard since the limitation is the one in the attached picture.

You are probably limited due to Defects for out of stock cancellations. You need to look at the Transaction Defect Rate showing in your dashboard and see when enough of them will fall off ( 3 or 12 months depending on your volume) to move your status up.

I looked at it but my transaction defect rate is at 0.10%, is that bad? What is the minimum standard required?

You may want to review intellectual property rights laws, including trademark and copyright laws, that govern all sales that are made in the USA.

That is your US ratings page, what does the Global numbers look like.
If Defects are not (or no longer) the issue then you can apply for a limit increrase once every 30 days (do not try more often). If you applied and were turned down a few months ago you need to apply again, there is no automatic review of listing limits.

Because of where you are it may be a little bit different, in the US the limit thing generally involves a phone call and for me at least I've always been granted (or denied) while I'm on the phone (after going on hold for 10 minutes).
In any event looking at what you posted I can see that whatever issues you had with defects isn't an issue anymore so I think you'll get an increase if there are no hidden problems.

They are all MQ listings but it's really just about 170 individual listings most with about 100 variations.
The OP actually has very high limits but they are being chewed up because eBay counts the value and listings numbers based on the total variations.
If the OP removed the variations for iphone 5's (whichever models really don't sell well) they would free up space for new listings of different designs.
