I'm had eBay from 2008 100% positive
this time outbreak all market frozen every small business a lot items in stock can't sell
they post on eBay a lot for sale try get recovery money .im post on eBay my items cheapest I sold some two items buyers did not pay but eBay a Auto withdraw money fee 10% from my bank account I'm was complain many times but still hold my money Also I sold $10000 lot LCD monitor. some small problem I refunded for my buyer but eBay till hold that money .I contacted with customers services they said need special check than refund but 3 days till not refund for my buyer he upset also like me .You know $10000 this time with small business too big .everyday eBay do the same hold many many money from buyers,seller in their account a lot money that the same APPROPRIATING FUNDS .I contacted with eBay many times they don't like they restricted my account but not reason why .told me send ID ,utility bill ,statement,credit card,invoices but i upload on link they to me system error I was waiting in an hour not go through
.thats why I can't upload I use up by phone I can do it so each time I talk with person each time I talk with other person all them same robot send me link need ID,utilities bill,inoive ....same same I did many time even I sent my passport,sent everything .than after a day other person told me like that need ID,utility bill ...... I'm very upset
I will against until they release my account I will talk with my lawyer Monday eBay preventing my business.

In that time you have received feedback for only 20 items.
EBay categorizes you as an "occasional " seller.
There are restrictions on the value and number of items you can sell.
I sold some two items buyers did not pay but eBay a Auto withdraw money fee 10% from my bank account
Go to the Resolution Centre at the bottom of this page.
Open Unpaid Item Disputes for both of those deadbeat buyers.
EBay will refund your Final Value Fees on those items.
I sold $10000 lot LCD monitor. some small problem I refunded for my buyer but eBay till hold that money .
You sold a lot of several LCD monitors for $10,000.

The Hold on the payment is both a Buyer and a Seller Protection.
It is very frustrating.
Since the buyer is also upset, I think he had paid you $10,000?
But your refund has not been given to him?
This is a larger sale than most of yours, although it is in the same category of goods.

The "3 days" is probably three BUSINESS days.
This is a long weekend. Is your bank open on Good Friday? Will it be open on Easter Monday?
What was the date of the sale? What was the date you refunded? What is the third business day after that refund?
For example, if you sold on Monday (6)and were paid on Tuesday(7) then refunded on Wednesday (8), the $10,000 may not have moved from your buyer's bank account to your Paypal account.
Payments backed by bank accounts can take three or four days to reach your bank and be cleared.
Was there a Payment Pending notice on your customer's payment?
Then as an occasional seller, your customer's cleared payment may be held up to 21 days. This is usually shorter for US sellers, and I see you are in Tennessee, but there will still be a Hold until your customer is satisfied.

Only the utility bill would be easy for me to send. The others, particularly the credit card, do not sound like eBay.

You are using a phone to deal with this?
Go to your shop and use a desktop or laptop.
Phones are hard to use and your information is too easily intercepted.
If the phone is not allowing you to upload information, stop using the phone. Use a different machine.

Monday is Easter Monday. Many businesses will be closed.
You might want to call your bank when they re-open and ask if they are seeing a problem.

You should be filing unpaid item claims or cancelling the sale if the deal does not go through.
The resolution center is at the bottom of any page.

Your post is very hard to understand.
You sold a LCD monitor for $10,000.00 ???? Heck I have only sold a handful of things over $500.00. I have never heard of eBay demanding ID, utility bills, or statements. Passports either. Though some phishing scams do.

I'm guessing it was a bulk lot, eBay billed the fees, sellers went through the process and got a fee credit but that didn't come until AFTER eBay had collected. If the OP isn't regularly selling they would have to ask eBay for a refund of the fees instead of a credit. This CAN be done but it's a slow process, probably even slower these days.
Or I might be completely wrong.....it is very unclear post.

While I understand that this is an upsetting experience, your customer is the one who must be VERY VERY upset.
He does not have his money and he does not have the monitors.
Keep him in the loop about everything that is happening.

When the amount of the sale is over $1,000 they can hold the funds up to 21 days. That is to protect all parties. They most certainly want to verify the legitimacy of the seller. Especially since you don't have very few sales in the past year and never for the amounts you are selling for now.

Instead of talking to your lawyer, why don't you spend a little time in the seller center and policies and read up on what to do when transactions go bad.

perhaps Sellers Sold a day hundreds of items have ten people do not pay, they have to do it ten times.ebay really need fix this system.im very upset with that
last year im lost many fees like .some time seller sold many items they forgot do that EBay’s till charged.i don’t like

I get that it was a huge lot of monitors now.
Frankly though I don't understand selling such a huge lot. Way too much a risk. If you sold them individually or even is small lots of 5 or so and lost a sale or two you would still have your head above water.
I could take a $100 hit, I could not take a $10,000 hit and frankly I don't know anyone that could.
I also agree with a previous post. Get off your phone, it will seldom give you all the information that you need and it doesn't offer the protections that a standard desktop does.
The only time I use my phone with eBay is when I'm at an auction and checking trending prices to decide what to bid on. Or to check the status of my listings. Frankly I don't consider my phone secure enough to do business on.

Most of us "mom'n'pop" sellers don't realize that a $10,000 sale may not be all that big to a person with a Real Life brick and mortar store.
Those sellers not only have years of experience in assessing customers, but also backing from their bank's commercial banking division, their own merchant credit card account (no need for Paypal), and a hefty line of credit.
But they also have high rents, higher municipal taxes, commercial insurance, payroll taxes.... basically if we are playing sandlot they are in the minors... still way beyond our level.
Then when they move online here to carry them through the current difficult economy, it can be a shock to learn that eBay does things differently. And Amazon does things differently again. And Bonanza and eBid and PoshMark and every online site that services third party sellers.
