Need clarity on upcoming returns requirements

Could one of the Ebay mods provide details regarding the increase in final value fees for sellers with return percentages “higher than their peers?”

1. Is this only for NAD returns or all returns?

2. How are my peers determined?

1. It is Not as Described (not all returns), and Item Not Received.
2. Transactions by sellers of similar products.
