Not all that familiar with what the legislation involves but if it is related to the importation of the button cell batteries into Australia then either the seller will have to be aware of the constraints in selling those type of batteries or eBay may possibly setup a filter that warns/advises sellers of the potential restriction similar to the way it does for Nazi related items being shipped to Europe or knives being shipped to Australia, etc.
