I had a buyer who failed to pay for an item, I posted an Unpaid Item notice, blocked the buyer. Then the SAME Buyer using a different User ID bid on my next item won the item. I cancelled the sale then the "buyer" left a Negative
Feedback . Ebay claims Users with multiple IDs can have up to 2 Unpaid Items PER each User Id. So non-paying buyers can have an endless number of User Ids?? note: each of my items were over $300.

You and me both . Had a buyer make offer and wanted extra shipping , I told him it would be $8 extra and he said to cancel sale , as I did , 2 days Later he pays for it ( e-bay and pay-pal blame each other ) . I blocked him and the next day using a different user name made offer and I blocked him too. Good Luck with beeing a Honest seller as in my case has only hurt me .

If a buyer pays, you're not allowed to cancel.
From what I've read here, .. this is true even if they circumvented your blocked bidder list.
It is actionable against them, if they bypass your block
to intentionally harm your account.

Users can have far more than two UIDs per ID. That’s just the number where sellers can set their bidder blocks. Those UIDs have to be within the past year too.
Nobody knows how many UIDs a buyer can get before EBay does anything. There’s no public rule.

Here are the loopholes:
1. If you cancel before the buyer pays, the buyer can still pay and get an estimated delivery date, then open an INR later, much to your demise.
2. If you cancel before the buyer pays, you cannot open your IUD later, and the buyer never has to pay, again to your demise.

No demise there.
If the buyer asks to cancel. Cancel.
You get your fees credited back to you.
You don't need their payment (nor should you need to file the UID)
and you can safely relist.

In the past if a buyer used a different ID to circumvent a seller's block they faced serious repercussions for doing so. Alas! Today's eBay is an entirely different animal. Bummer!
