Multi listing and drop down box for variation.

Is there a restriction on who can list using a multi listing with a drop down box for variations?

We have a featured store and don't know if that option is available to us.

If there is no restriction or we qualify, is there a step by step guide on how to do it?

You don't need a store subscription at all to use the variations format. You do have to start with a fresh listing form -- no relist or sell similar.  Set up a fixed price listing (i.e., not auction) and the variations option wll show p if the category is eligible.  If you don't see it, click on the 3 little dots in the upper-right corner of the listing form, to activate the variations option.  

The "Variations" option isn't available in every category:
