More site changes? New Account Settings Page?

So not sure when Ebay rolled this one out but today I went to my Account Settings to pay Ebay Fees and the first time was the Classic View shown first, then after I paid, I went back to it and I got this new layout, though there is option I highlighted at top to switch back.

Two nights ago I went to account settings to check a fee and the layout had changed. I must have gone to another link and came back a minute later and it was the old layout. So I just figured eBay's continuing to tinker with what works and neglecting what doesn't. I've also started to encounter the new feedback layout, which I dislike a lot.
