That is correct, until Payoneer is verified and is linked to your eBay account and eBay also verifies and gives you the ok to sell you won't be able to list anything. 
Sorry but those are the rules.

Do what the message says to do, log in to your Payoneer account and fix it.

Once it's verified and you connect it to your Managed Payments account, it'll he a few weeks before you're ready to start listing.
