Mass Edit Business Policies?

Let's say I have thousands of listings, and I want to change 2,000 items to Business Policy A, and 2000 items to Business Policy B.  

Changing 4,000 listings one by one would be crazy and would take forever.  Is there a way I can have eBay change a list of eBay Item #'s to a specific business policy in one fell swoop?  Either using the tools that eBay provides, or even through a 3rd party tool?

Go into Business Policies under My eBay>>Account

Select the Business Policy you want to change and either

1) Edit the Policy to the new parameters

Or

2) Create a new Policy and use the dropdown on the side of the Old policy to move the listings from one to another. "Change Policy for these listings"

Be aware that if a listing has bids or is ending within 24 hours, the policy won't change for that listing. 

Or you can use the BEAR (Bulk Edit and Replace) to change policies.

In your active listings, select the listings you want to change and "edit"

In the Bulk Editor, select "shipping policy" (or payment or return).

Bulk change from the old to the new policy.
