So, with the new eBay managed payments I have my first gripe. Buyer sent me a message asking where item
is when it clearly shows it's in transit and delayed....unbeknownst to me, buyer sends a message to eBay that
states "Just seeing if it’s out there somewhere". I updated tracking (same number) and told buyer to check it on USPS tracking, have not heard a word back and in the meantime, eBay puts a "hold" on the amount that buyer paid...I messaged eBay and told them to release funds as I have re-sent tracking, all I receive is a bot telling me it's up to buyer to close the case!

choose option 3 - I always say I want an email contact vs phone call, then I cut and paste the email and send it to the customer to show I have USPS looking for their parcel.
48hrs-clothing is right, it usually works to get USPS to find it. Just not certain how past due for delivery your parcel is? Good luck.

Do you mean the Buyer clicked on the "I didn't receive it" in the drop down menu in addition to emailing you directly?? Not sure what else would place the "hold" on the funds, why a generic email would result in a hold?
This is written like the buyer opened an INR with e-bay - the buyer likely will not close that out until the item is received.

They did more than send a message. A not received case was opened or else there would be no hold. I hope when you had eBay on the phone you asked them to allow more time for it to get delivered before they make the refund. If you shipped on time and tracking shows it's moving or near the buyer they might. If you don't specifically ask then the case could automatically refund after 3 days if tracking doesn't show delivered.

This is normal practice and rules manage payments applies are not of their making.
As soon as a case is opened eBay and or pay pal will put funds relating to that sale on hold.
These funds will only be released when case is closed.
We sell goods with a promise to deliver and not a promise to send.
Uploading tracking only shows that item was dispatched and if item is not delivered then eBay will close the case and funds on hold will be used to refund the buyer.
I would recommend that you contact USPS and advise them that a case has been opened for item not delivered and ask for further details.
Depending on service used seller can make a claim against their postal service provider or their insurance.
