I was checking my banking balance online today and I saw an eBay charge ... I've had my automatic payments method set up to be a credit card since DAY 1 ... yet they just took money out of my Bank account. Has anyone else had that happen???

I remember reading about something similar. You should still be able to use a c.card according to eBay staff that have posted about this. However, once in managed payments you need to add it again if I am understanding correctly or the bank account will be the default. Look here:
The other is from the Payments tab in Seller Hub>Summary Settings:
https://www.ebay.com/sh/fin/summary
Please post back if this works for you.

They're moving toward taking ALL seller fees from your income stream or checking account. It's been discussed for a while.

I found this information for you as well:
Fees and charges
As a managed payments seller, most of your costs and fees are deducted as part of a sale, or paid from your Available and Processing funds.
If your Available and Processing funds are insufficient to cover the outstanding amounts you owe, eBay will charge your on-file payment method within 14 days to recoup the full amount. We may add up the amounts you owe into a single charge. All the details related to these charges will be visible on your financial statement and may include:
eBay fees
Seller refunds
Shipping labels
Cancellation refunds
Return refunds
eBay Money Back Guarantee refunds
Payment dispute refunds
You can change or update your credit card or payout bank account at any time to cover these costs.
All details related to these charges can be found in Payment options in My eBay, or in All transactions, Expenses, Tax invoice, or Financial statement in Seller Hub.

There have been discussions regarding this, and I am sure that is the ultimate goal. However, according to
payments_team@ebay a credit card can still be used. Apparently, however, there will be no need unless you have no available balance/pending funds they can tap first. I still think the c.card must be added again, once the transition to managed payments occurs. It will allow you to pay up if you have a negative balance due to holds, but am not certain if it will remain a default source.

@ittybitnot Thanks but the BRAND NEW credit card I added in AUGUST last year when I entered MP has been charged each month as it is supposed to be. NOTHING HAS CHANGED, except they took money from my bank account and if I find the same charge on my credit card I will be extra livid ... because I suspected ALL ALONG that eBay would do this at some point, 50 bucks here, 20 bucks there and boom they've scammed Sellers our of a cool million or two across the board.

Thanks for the update. Now that MPayments is planning to have a "no invoice" system, they are deducting all previously monthly "invoiced" items from your available funds. That was what your c.card on file was for, and billed accordingly. Adding a payment source last August, it was probably in the first link below. (I think PayPal was an option as well).
That funding source was posted here:
https://my.ebay.com/ws/eBayISAPI.dll?MyEbayBeta&MyeBay=&CurrentPage=MyeBayNextSellerAccounts&ssPageN...
Found in your Seller Account
I think you may have to reenter the c.card info here as well in light of the new system (aka Phase 2):
https://www.ebay.com/sh/fin/summary
Found in the Payments tab in Seller Hub>Summary Settings
Truly I am not trying to confuse you. I copied those links from a previous discussion on this topic related to having a negative balance in your MPayment account, and what happens. The thread was regarding whether or not a c.card could be used at all to fund the debit. It was my understanding that it could be if the information was re-entered in the second place given above. There was no conclusion made if a c.card could be used ONLY if a manual payment was made, or one could select it as a default.
I will look for that discussion for you later (LOL, I can multi task, but searching the boards has always been a hit or miss thing akin to calling CS and getting a low tier rep). As we all know, unless we are tagged, we may never know additional information was added to a thread. This is especially true after many days have passed and the discussion is now may pages away.
I will give it a try in a bit.

@ittybitnot Thanks, I copied your post to a word doc to work on it later ... I've been busy and then they rolled out the complete 100% disaster Selling page this week on my account and I am NOT happy about it at all. Why they don't use the message system to alert us of MP changes is stupid, they use for other important announcements ... their charge to by bank account cost me an over draft charge because its a new account expressly for eBay business so once week I take most of the money out and move it elsewhere ...

I still have not found the discussion I wanted to show you. But found some others. In some, the posters are quoting old policy, and it takes a while for some to catch on that the policy is changing. Since it is still new, there is no mention of any "default" method. It was a blue in a weekly chat that said credit cards were no longer be allowed at all. Which is contradicted (sort of) but the payments team response on message 60 here:

This is a continuation of my post above^^^^^^^ tried to edit it and got the stupid html error notice. So here is the rest:
In message 60 in the previous link (note the message is 'qualified' with "as of this date" suggesting it may not remain so).
Message 3 in the next discussion shows a screen shot of where you have to enter your funding choices: (note there is no longer any PayPal, but their is a card or bank account option). Did you have a c.card entered in this place?
Would you mind telling what for what reason your bank account was hit? Shipping fees? Store fees? etc. when you had a zero balance on a certain day? Of course, you don't have to say, I am just curious because one participant that had a small negative balance was sent notice that they could Pay it Now OR it would be taken from their bank account in 14 days.
Again the discussions seem to be preliminary and we will know more as the program plays out and get more information from those involved (such as you).
Sorry for all your drama with this and the new page. Great way to start the week (NOT).

@ittybitnot Thank you, My Automatic payments method in MP on the Payments tab still shows my credit card as the default.

Then it is indeed disturbing that they didn't use it, and went to the bank account. I hope if you ever find out WHY, you will post back. Sorry I was not more help.
