I want to make an offer to a buyer (we've agreed on a price). So two questions: 1) when I click on the "make an offer" button I get a message that says "failed to fetch" and a blank box. 2) This buyer is in Vietnam, but says he has a USA mailing address, can I make this offer contingent on him coming through with a USA mailing address? Thanks.

There's only one question there.
#2 The answer is no. You can't make an offer contingent on ANYTHING. A offer is a offer.
I think the reason they are warning you about this transaction is #1 Vietnam and #2 I have a US mailing address. Both red flags for a scam. I'm not saying for sure it's a scam, but you certainly want to proceed with caution.

Be careful with this one. You can lower the price on your listing since it won't let you make an offer to the price you have agreed. He needs to change the address himself prior to checking out and paying for the item. You can also change your listing to no international shipping and uncheck Global shipping if you have it.
Him saying he has a US shipping address means it's a freight forwarder which can be a scam sometimes as once they get the item after several weeks they might try to extort you for a refund or threaten negative feedback for a refund saying it's broken or whatever however anytime it's happened to me I refused any refund I have told them just return it but of course they can't because they are in another country and your not responsible for that since they used the freight forwarder and they can't afford to send it back.
I have sold to many that use this service and have had many successful sales with no issues at all.

Lots of scams coming out of other countries. I'd be careful with this one. Just seeing too many red flags here. Good luck what ever you decide.

I looked at his reviews, he's got about 187 all positive reviews, but the vast majority of those reviews are from one single seller...which raises a red flag to me. Also, all his reviews are for sellers abroad.
I did, or at least I think I changed my setting to only domestic buyers.
So let's take this to a hypothetical. I have that it will only ship within the USA, I lower the price to the price we agreed on, he buys, I ship to that USA address, and there are instances where the freight forwarder then holds the item and then demands I give it to them for free or else they give me negative feedback? So is the freight forwarder in bed with the buyer?
What happened to you when you said, "okay just return it", did they give you a negative review?
This is nuts.

Why not just lower your asking price to the offer amount?
If you are willing to sell it to this buyer for X instead of Y, why not make it available to anyone for X instead of Y?

I probably will, but the item has not been up for even 72 hours, so like to see if I get any nibbles at the price it's at before lowering it.
But let's discuss the other issue, suppose I lower the price to what he wants, is there any setting that I can use to avoid doing sales that go through shipping forwarders?
