Making an Offer

I'm trying to figure out why most of my items I have listed say 'Promote it' instead of Send and Offer. I'd like to send offers to people watching my item, but of my 12 items, only one says I can send an offer. Is there something I can do to change that? Thanks!

Watchers can opt of receiving offers.

No there's nothing you can do to change it.
