MC011 received without reason

I received an MC011 stating that my account was restricted on May 4. The message does not list a reason nor what ebay wants from me to reinstate my account. Ebay is now holding $2,900 of my money hostage and is not releasing it. I contacted customer support and there response was that they restric accounts for many reasons and that I should submit the items they require, there are NONE! Read the message below.

There are tons of listings for these and they have been sold on ebay for years. I finally got an answer to what they need. Ebay wants proof of delivery, which there is none since it's a digital good sent via ebay message.

You can't sell those, the company doesn't allow it and neither does Ebay.   It's not your property to sell.

Digital goods are not permitted on ebay.  Yes, there are others doing the same thing.  They just haven't been caught yet.
