Hey,
I moved from Spain on the end of last year, since them I m trying to swipe my payonner account to the new one here in Spain, and both of services, Ebay and Payoner are not able to help me. I get in touch with ebay the ask me to go to Payoner, I go to Payoner they ask me to go to Ebay.
Anybody here has a similar problem and are able to share how to solve this ?

We don't use Payoneer here in the United States. However, I viewed some of your items and it says you ONLY SHIP to UNITED STATES (that could be why you are loosing sales).

It shows you are located in Brazil and could be a problem if you live in Spain.
In the US, if we move to a different country, we have to start a new Ebay account because the country can't be changed.

Do you mean that you moved TO Spain, rather than FROM Spain?
In most cases if you have a selling account in one country you cannot use that account to sell from another country. This would be especially true if you move from a country that uses Payoneer (Brazil) to a country that does not (Spain).

They don't use Payoneer in Spain, if you were selling in Spain you would need to provide a bank account in Spain to receive payouts. However, your current listings show that your items are located in Spain. Do you mean that you recently moved TO Spain?
Your registered address shows that you are in Brazil, where they do use Payoneer, not a bank account. If you have now moved to Spain, and you were already registered with Managed Payments with a Payoneer Account in Brazil, then I'm afraid there is a major problem.
You can't change the country in your registered address after you register with Managed Payments. But, to sell in Spain, you will need to register with a bank account in Spain, with your name and address in Spain matching the registered address on your eBay account. Basically, it means that if you are a seller, you can't change countries on your selling account.
You will need to open a new eBay account with the information for your registered address and bank account in Spain.
