Buyer sent me an offer.

I counter offered with my usual discount.

Buyer then sent me a counter-offer WITH AN EXPLANATION.

I accepted the counter-offer with only a brief glance at the explanation since the offer amount was within a few dollars of what I was asking.

BUT I didn't get a real chance to read the explanation and it is bugging me. I can't seem to go back and see the explanation, only the counter-offer amount.

What am I missing? Can a seller go back and read the text that accompanies a counter-offer from a buyer? How?

That option does not exist for me under LISTINGS (only Sell Similar, or Add/Edit note.)

HOWEVER, I went back into my "Buyer made a counter offer" e-mail in gmail and clicked

the RESPOND NOW button and that gave me the accompanying text. And yes,

I had already accepted that counter-offer in the ebay mobile app, but evidently the desktop

link in the e-mail sends you to the Offer Accepted screen.

Please keep in mind that nothing in that text box will have bearing on the sale.
Buyers might say, ‘my offer is $XX, but that’s with free shipping’ or ‘my offer is $XX and _______ for free with it’.

It is interesting, what they said, but it isn’t binding to any part of the transaction.

In Seller Hub Listings page click drop-down edit menu to the left of your item and select "Review All Offers"

On Review All Offers page click the offer to view it's details.

Umm, Yes. I tried that. It only lists

the counter offer price and not the accompanying text.

I should mentioned the accompanying text was displayed when I was checking counter offers on my mobile, but that message is no longer available even if I check on the eBay desktop or eBay mobile.

I agree. This is a pursuit born out of curiosity. I looked at the person's counter offer first and thought heck, it's close enough, and hit the accept button. Right as I did that I glanced up and saw there was an accompanying text that started off with words to the effect "Hi, I know you said your last offer was the lowest you could go..." And then the screen disappeared.

Again, it doesn't affect the outcome of the transaction, I just have a bad habit at looking at the counter offer price and never reading the text since most people don't include any.

It's a habit I'm trying to break and I'm working on it. Now I just have my curiosity bugging the heck out of me and wishing I had read the whole message.
