I listed an item for sale, received an offer and accepted the offer. It turns out that the buyer in nearby and I’d like to offer local pickup. I didn’t select this option when listing. Also, I assume that the buyer has paid for shipping?
How can I refund the shipping amount and set it up for local pickup?

-For items that do NOT require immediate payment (either Auctions or Offers) and remain UNPAID a Buyer can Request an updated invoice from their end OR the Seller can Send an invoice on the transaction AND CHANGE the shipping to Local pick up.
***Buyers will be given two things for the pickup once they Pay: A QR code that can be scanned by the Seller OR a 6-digit code for Sellers and/or Buyers who do not use a mobile device for eBay. I use the 6-digit code from my customers for Local Pickup, the number is printed on their receipt if they pay prior to pick up. After the pickup I take the 6-digit code back home and enter it on the transaction
-For items that are already paid for: The path of least resistance is to ask the Buyer to message you asking to cancel the transaction so you can Relist it with the Local pick up option. You can then cancel without penalty using the reason "Buyer requested ..." on the cancellation flow.
***The Relisted item will have a new eBay Item number, that can be copied and messaged to the Buyer. The Buyer can then copy and paste that in the eBay Search window and go right to the item.

There is a way to go to the order details to send refund. One of the options is shipping adjustment.

I think you have to have a code when they pick the item up. Would you be risking a dink for not uploading tracking?
I had to cancel the order and make a new one when that happened...

Depends on if you have free shipping or calculated shipping.
If they have not paid; send them an invoice with $0 shipping. Once they pay via the invoice that will get them the pickup number that can be used to show pickup.
If they have paid, you will need to ask them to request canceling so you can add local p/u to the listing, cancel the sale and add local pickup to it and have them rebuy.

Even after shipping refund eBay still expects carrier scan within shipping timeframe
For local pickup on eBay is kinda special as eBay provides a code to buyer
Might be best to have buyer request cancellation? Then relist changing to local pickup?
Not sure there is a way to change it after the sale, might be but I'm not sure

Once it is sold, you cannot change the shipping options.
If the buyer wants to pick up the easiest / cleanest way is to have the buyer request to cancel the order, and then you change shipping on the new order.
Buyer repurchases and will get a code.
They give you the code at pickup and you dont get a shipping ding for not shipping within your handling time.

I would make sure the buyer was ok with this, and then cancel the order and relist with Local Pickup as the only shipping option (just because I've had customers reorder with shipping chosen again). That way you'll get the code to confirm pickup and won't take a hit to your seller metrics.
You can use "Problem with buyer's address" or "Buyer asked to cancel" and you won't be penalized.

I have had a seller send me the invoice before paying with 0 shipping and I got the code to give him after I paid via the invoice.

@redmodelt if they haven't paid, that does work. They have to not just zero out the shipping, but choose Local Pickup as the shipping method when sending the invoice.
@danah69685 it wasn't totally clear from your post, has the buyer paid already?
