Not really a fan of local pickup but had 2 customers last year ask me if they could pick up the item, I added local pickup to listings and they bought., so I thought I should offer this as an additional service to all heavy items.
I think that was a bad idea as I have removed it from listings within a week.
Reason - Two items sold last week using local pickup, eBay gives you one option to contact buyer to arrange, no response from one, and the other responded a couple of days later that they will not do pick up, so I had to issue refunds on those 2 transactions, heck who needs this much fun lol.
I really think they select "Free local pickup" thinking that you will ship to their local post office or some warehouse so they can pick it up.
Any other explanations?

I would like to see some changes there too. People in general just don't pay attention. I would like to offer local pick-up on more items but was turned off by several problems with it similar to yours. Having money bouncing in and out like that is not fun when you do your bookkeeping!

Same same. The couple that I submitted to and offered local pickup could not make the date. They had good intentions but could not rendezvous.
Just a big hassle.

I've had great luck with local pickup. Someone even came down from near the Canadian border to pick up a giant sun lamp and bracket I had - we met in a parking lot near my house, other times coats. Once a bike part, another time actually a car which they towed away like pros. I wonder if it depends on what we're selling?
