Local Pickup, Canceling Order, Relisting

Hello! I'm a Newbie here...

I was selling items on eBay's sister site Close5 until they recently announced they will be closing down and we should move our items here.

I listed a few items for local pickup and got two orders from out-of-state. One buyer canceled on their own (I guess after realizing I was not in their state), the other did not in which I had to cancel the order.

Is this how local pick up works? Is it possible to have anyone accidentally (or purposefully) order the item forcing the order to be canceled?

I want to relist the second item but I have used up all my free listings (this item being one of the free). Is there a way to relist w/o fees since the order  was made in error? (Hence me asking if that's how local pickup works.)

Thank you for helping me!

Local Pickup, Canceling Order, Relisting

You do know that listing for a full month at Fixed Price is 30 cents right?

Why is a 'free' listing so important?

You do have to pay a 10% fee on your selling price and on your shipping* price (if you decide to ship). And Paypal will charge you 30 cents plus 2.9% of your customer's payment.

If it doesn't sell, there are no fees beyond the 30 cents.

Is it worth the price to list?

*Shipping is paid by the buyer. In addition,  the costs of packaging can be added as a Handling Fee.
