Listings not showing up as eligible to promote

I don't know if this has anything to do with how broken the system seems to be right now but I listed about 60 items yesterday and only 2 of those have shown up under my "Promoted Listings - eligible" tab. I promote all of my listings and have never had this issue before. My standard practice is to have a listing session, go to active, and promote all items just listed. For further reference, I currently have 0 items that require additional specifics nor any "incomplete" listings. I fill out every box under specifics - even with this terrible new system. All items are under Toys/Collectibles. What gives?

Possibly a temporary problem as eBay is in the process of changing many categories, condensing some, eliminating some.  Wait a couple days and the problem may resolve.
