That is only if you are declaring a flat shipping rate instead of calculated, I think. If you are using calculated shipping, that is not an option.

I always create the intital listing with a quantity of 1. Once the listing is completed I find it in my active listings and edit it to change the quantity.
There's a nasty eBay bug that can reset the quantity to the original value when you relist or sell similar to renew the listing. Saving the original listing with a quantity of 1 protects from. For example you have 5 of something, sell 3 and then the quantity resets to 5 when you relist. If you don't catch it you end up with orders for more items than you have.

The one I hate more is where you add to an initial qty of 1 and the box for shipping for additional pops up as 0.00 - easy to miss.
fwiw if you use relist, the qty should stay the same (ie had 5 sold 3 the qty will relist as 2), it's sell similar that resets to the original qty (ie had 5 sold 3 will relist as 5) and you do have to watch that.
