Listing amount limits- what causes depletion?

I am looking for information about what ebay does if a seller decides to lower an active auction starting price, when it has not had any bids. 
Do they consider that edit as a new listing, and subtract one from the available monthly free listing allotment?

Editing an existing listing does not subtract from your monthly free listing allotment.
