Ah, that makes sense.
Most likely it's because you're a new seller with no sales history yet, so instead of letting you just go and list whatever you want, eBay is telling you to take it slow and learn how things work before you can list in every category. Get some sales and don't have any problems with those, and you'll likely be allowed to list in more categories before long.
You'll need to be a little more specific if you want help. What error message are you getting and what have you tried to do to fix it? I've listed several books today, so it's not a site-wide issue.
