I have read many posts about sellers being scammed by buyers here on eBay. It is a problem for all us sellers. I have been scammed and I feel for all who have had dealings with those buyers who have received free stuff from us. My question: Is there a place on eBay where sellers can post the buyers user names to warn other sellers of scam artists or bad dealings with buyers? Please share where we can help each other.

No, naming and shaming is not allowed on ebay.

Sorry that is not allowed on Ebay. I understand there are some other online places to post this but that these are not very reliable. After all, one's bad buyer may be due to the seller's fault and many sellers think all buyers are scammers if they don't accept responsibility.
Also the ids of someone's best buyers might be put on the list to eliminate competition.
I'm sorry you have some bad experiences. Add those ids to your personal BBL and block communication.

Emerald is right. Naming and shaming is against the Ebay Board Rules of Engagement that govern the Boards.

No, there isn't. As mentioned before, it is forbidden to name & shame anyone. Use your BBL to prevent future trouble.

Google, and you'll find multiple websites off-eBay with such lists.
They contain tens upon tens of thousands of eBayer names
You can only put 5000 on your Blocked Bidder List... so those sites are useless.
And anyone can put any name on those lists.. for any reason...
so they may not necessarily be "bad" buyers at all.
