Selling limits increase when you sell something. I see no sales on your ID in over a year. You have to earn increased selling limits to show Ebay you are a trusted and honest seller.

Looks like you have not sold for over a year. eBay therefore treats you like a new seller, with the usual new seller limits and constraints. You don't have anything currently listed. Seems like you should list and sell up to your limits before you start asking for an increase.

Feedback makes absolutely no difference in this case. You haven't sold in over a year, so as others have pointed out you will be treated like a new seller. You will have limits on how much you can list , not to mention Ebay will hold the money you make for up to 30 days. This is to ensure that if there is a problem and a customer files a claim, the funds will be there to refund the buyer.
My suggestion is to just start listing again, build up some more sales and recent feedback. You can ask for a limit increase every 30 days as well.
Good luck and Happy Selling!
