It depends on Mexico's import laws. 

 

It also depends on the shipping company and method of shipping chosen.

What is the lighter made of? Is it gold or silver or over $70? There are restrictions to Mexico regarding gold or silver products.

Likely a vintage one with no fluid or trace of fluid in it can be shipped, so it's just a question of Mexico import laws. 

I would suspect USPS doesn't want you shipping disposables and those that do have fluid in them at all.
