Without knowing what changes eBay made to your account, you might run a trace on the package (with the carrier)... sometimes that shakes a package loose. You're not required to do anything unless your buyer opens an Item Not Received claim. (I don't see that "changes that eBay made" would have any effect on your issue, though.) Good luck.
