All new sellers have limits. As you prove yourself as a seller ebay will raise those limits over time.

Sorry, but you're not addressing ebay here. This is a community forum of fellow buyers and sellers.
But in answer to your question.
Selling limits will increase over time as eBay evaluates seller accounts monthly. But keep selling offering great customer , service ship on time and upload tracking. Be patient, the increase will come.

Not only that but as a new untried seller, there is a value restriction too, usually.
If you are restricted to $1000 in asking price, you can list 100x $10 , or $10x $100 items, or one $1000 item.
And your customer payments will be Held against your good performance for 30 days.
Although you can use the Held payment to buy discounted shipping labels.
As a newbie, who didn't read the Terms of Use, do you have your Managed Payments account set up yet?
You will need your SSN, and a checking account in a US bank. You may be asked for secondary information.
Without a MP account, eBay cannot transfer your earnings to your bank.
The default is weekly transfer, btw, but you can choose daily or monthly.

You are being allowed to list a lot more than the average starter account. Increase of listings and dollar amounts can be requested once a month while showing that buyer's are being taken care of to their satisfaction.

Seller might have items listed that have more than a quantity of one. If they have a quantity of 5, then it counts as five listings.
Seller can reduce quantities and have room to list more items

Can they? I know that if your quota is 10 (or 100) and you sell one, you still cannot add another item until the 30 days time out.
The value restriction is on opening price, so it is less of a restriction on Auction sellers.
With a value restriction of $10 each, for example, the auctioneer can start their auctions at $10 and if the bidding hits $100 or $1000 they are not penalized.

Your account is only a couple weeks old and you can already list 100 items, you're lucky.
When I started, I think I could list 10 items a month for a couple months before they started raising my limits.

What you sell per month also counts on your totals. Total sold and total listed.
You appear to have things going well. Keep doing a good job and you can ask eBay to raise your limits once per month.
After awhile, they sometimes automatically raise them without having to ask. Big increases is what I experienced after I went fulltime in 2017 and gained top rated seller status. Though my selling account is from year 2000.
