Was this purchase from a US seller or an international seller? Based on your feedback it looks like a US seller.
Did you open an Item Not As Described case?
Did you open a regular return case?
Was all of this done through eBay messages?
Did the seller provide a return label or did you pay at the Post Office?
If you paid at the PO did you get a receipt?
This may come down to whether or not the seller receives the package and is honest about it. The seller has a good FB rating, so if you can't locate tracking then hope for the best!

I would. Some sellers will not.

For a faulty item, your seller is responsible for return shipping.
Did you open a return request, and have you heard jack yet from the seller?

Not if it was purchased from China
Hence have you heard "jack" yet.

Trinton posted recently that international sellers are responsible for return shipping. If they don't send the funds to purchase a return label then eBay may refund without requiring a return. A buyer needs to call CS to resolve the case in these instances. We've all seen situations where a US buyer loses out with an international sale, but for returns Trinton said that if the correct process is followed then this shouldn't be an issue.

He forgot to tell you China is exempt

He specifically said China was not exempt. You can search for the post if you'd like to read the details. Not all CS reps will follow the policy so it may require an additional call to get it resolved. But Trinton said that buyers are protected.

Trinton says a lot of things.
Buy something from China and file a SNAD and see if you get return ahipping sent to you. Don't hold your breath!
If a SNAD is filed from China, 99.999% of the time you never hear back or they will tell you they will send a replacement, which never comes. Or you may get a refund if you are within the 30 days and escalate.
I think the OP needs to give us a whole lot more information as to who, what, when, and where before any discussion means anything.
I asked Trinton once where it shows in policy that something was not allowed and he asked me to show him where it says it was.
This is how Trinton thinks, same as the using an altenate ID to get around a seller block.

The purchase was from a U.S. seller but I sent it with wife to send out and she didn't get the tracking order information from the post office.

If your wife has the receipt that would include a tracking number. Without a receipt you have to hope for the best here.
If the item was defective why did you pay for return shipping?

I wrote it off as a loss since I didnt have a tracking number. I will be more careful in the future.
