Item returned as "not able to forward"

So I got a package returned today, marked , not able to forward. The buyer had contacted me a few days ago, message was "can me help", that's all. I asked what the problem was, didn't get a reply. Tracking showed the item was delivered, sent the buyer the tracking info.

Since I got the item back, I want to refund this transaction, but I don't want to refund shipping. I can cancel the transaction, "problem with buyers address" & get the eBay fee back, but can't deduct the shipping. Or, I can do a refund, but I'll lose the fee, & I think the shipping. Since the buyer hasn't filed an INR claim, I can't refund & deduct the shipping.

What would you do?? I'm talking $10 in shipping, not big $$ but this stuff adds up! What is the cleanest, eBay approved way to handle this?

I had a similar situation but never heard from the buyer, in spite of multiple ebay messages.  Finally I cancelled the transaction and could only refund the entire payment.  I could not determine any way to deduct the original shipping cost.  So I just determined that it was better than having to contend with an INR on the record. By the way. I never did hear back from the buyer even after refunding her.

From your selling menu go to "paid and shipped" click the drop down box next to the item, select "send refund" enter the amount minus shipping and reason. Your next screen will have you confirm and your fees will be refunded also.

Do a partial refund.  Ebay will return part of the fees. Go slow so that you do NOT accidently refund the full amount.  If the buyer complains, let them know that it's up to them to provide a complete address. If they want the item, tell them that you have to list it and they have to rebuy it and they must repay and BEFORE  they pay, they must make sure that the address is correct.
